In 7 card stud, with wilds, on the first round of ‘up’ cards, are wilds worth face value or nothing?

Lets say 4 people playing stud poker, kings are wild. Everyone is dealt their 2 down cards and 1st up card. Those cards come up 3, 4, 9, King. Now, I know that until the king is paired, it’s not a wild, so then is it just a King.. or is it nothing? I was under the impression that it’s worth its face value until its paired so the person with the king..even though it isn’t wild yet.. would be the first to bet. Others that I play with say no, the nine is high and first to bet because the King is nothing. someone please explain! Thank you!
